The meeting was held at Grey Roofs and opened at 3pm. In attendance : Margaret Chapman, Judi Johnson, Judith Cockburn, Linda Cork, Judy Norman and Wendy Shepherd. Penny Vernon arrived at 3.40. Apologies from: Pete Philpott, Helen Whitehead. Sue Philpott sent a message to say she is stepping down from the committee on medical advice. We all thank her for her participation and wish her well in the future. The minutes from the last meeting were accepted as a true record and signed off by the Chair. There were no matters arising. Treasurer’s report We currently have £1337 in the bank with some costs for the Murder Mystery still to be taken out. The end of year audit is due and the treasurer is looking for an auditor with availability. . Coffee Morning - 2017 planning With regard to next year’s rota, there have been some alterations from the church congregation. There was discussion about the need for the church community to take an increased share of the load in running the monthly coffee mornings. Judy will speak to the PCC to try to encourage more support. LC will circulate updated rota. The Village Signs Village representatives have met with Richmondshire District Council to discuss the cost of replacement of signs at the edges of the village. It is implied from the response of the council that the use of the old wishing well to house a sign would be acceptable. Alternatives are: A new like-for–like sign with two posts - £450 Adaptation of and use of the old well - £250 A1L2B – have funds to donate to villages affected by the building of the bypass which Cllr Shepherd is to apply for, to cover this cost and the refurbishment of the phone box. The committee will work with the parish council to complete the erection of signs. WS and LC will visit Mr Ward to let him know our plans. Phone Box Still awaiting sand blasting. Committee has given £200 towards cost and has been asked for a further £30 towards paint. Further funds for the refurbishment depend on Cllr Shepherd and on Cllr Bull who is seeking funds from the Defibrilator suppliers. Parish Council Litter Pick 12.11.16 from 10am till midday. The village group have been asked to supply soup and rolls. JN, WS and MC will help cater on the day. It would be helpful if the PC could give an indication of expected numbers. WS will enquire. Christmas Tree Festival 10th and 11th Dec 2016 There is a planning meeting at Olivia Ryder’s home – 3 Lumley Terrace Newton-le-Willows on 31st Oct at 10am. All are welcome. JN will attend for the committee, but others are welcome to accompany her. The church community will provide mince pies and mulled wine. The N-le-W choir will sing on Sat 10th Dec at 6.30pm. The Village committee was asked by Olivia to think of any other organization that might provide a decorated tree. Can members have a think and invite likely tree donors. LC to invite Aysgarth School to contribute. Christmas Fair 26.11.16 JN reports that the organisers of the Fair would be grateful for help in decorating the church and setting up before the event. More info after the 8.11.16 PCC meeting. JN will feedback to LC after the meeting. Samaritans Purse Donations to WS by 15.11.16 please for this worthy cause. Contact Wendy for more details. Feedback re: Murder Mystery- A HUGE success. Small refinements were discussed for consideration next time we do a big, catered event. Bulb planting: 1250 bulbs planted. Next year we will monitor the blooms and identify gaps. Aim is to plant a further 1250 or so next year too. N.B. A planting license has been received from Richmondshire District Council and was passed around the group and will be returned to PB Parish Council. Wensleydale Railway Coffee: The railway event was a great success. Thanks to all involved. £205 was raised after costs. Film Club: PP has asked for the purchase of a sound system for the club – likely cost £60. There was concern that the system might not be compatible with all the different laptops used. WS will speak to PP about the precise requirements. Beetle Drive 11.11.16 7.30pm Hilary has all the cards etc, will provide prizes and run the beetle games. PBEC need to help with publicity and refreshments. JJ to buy crisps, nuts, milk and biscuits. Can anyone available let Wendy know if they can come to help set up at 7pm please? Quiz Night 13.1.17 7pm ‘Woody’ and Grahame to run quiz in the Old Schoolroom . Green Tree to confirm they will to do pie and peas. VEC will buy mint sauce. Village Sign: The Council are still awaiting a meeting to discuss further. Bulbs: WS has identified the location for the bulbs in readiness for the bulb planting being held in October. WS purchased 800 bulbs at a cost of £30 and MC has purchased 450 bulbs at a cost of £35.99 plus £9 spent on bulbs already planted around the tree on the green. It was felt that £74.99 was enough to spend for this year. We are still awaiting a license for planting which we hope will arrive in time.

The venue has now been changed to Patrick Brompton Schoolroom in view of the costs at Newton Village Hall. JAC has changed the booking. JAC/ HW/ MC to run, with NHC on Raffle. WS to make fliers to promote the event and JAC has agreed to distribute. Baking was sorted. Beetle Drive – update next month Carol Singing – Bryan has agreed that we can serve mince pies in the pub afterwards. Wine Tasting – update at the next meeting. MH to make tickets in time for Murder Mystery Night. Quiz Night – January 2017 in the Village Schoolroom, Bryan to provide pie and peas. 70’s Night – 11th March 2017, Brian has agreed to do the food. Matters arising. • An extra coffee morning: at Newton Le Willows Village Hall to raise funds for the Wensleydale Railway was agreed, the date of 22nd October was to be booked by JAC before the next meeting. • Flagpole: nothing to report until after the next Parish Council meeting. • Planters: GS to arrange a meeting with Steve Mason to discuss. • 70s Night WS not yet spoken to Bryan. • Bulbs: No update as yet, to discuss at next meeting. All to look for bulb prices. 3. Treasurer’s Report – JJ JJ presented a report of figures to date. (Please find a copy of the figures in the attached documents). Our Net profit this year (Jan-Aug) is £842 of which £481 is funds from the AD. We have committed to a donation of £25 to the Rotary for the loan of film equipment and also a donation of £200 towards the refurbishment of the Phone box. Thank you to JJ for preparing and presenting the Treasurers Report. 4. Feedback from Coffee Morning in August Things seem to be running smoothly with no problems. HW asked if we could clarify the mug situation? The feedback was that people preferred mugs and that there were not enough. WS to contact Elaine Bean for more information. HW offered to get them if required. 5. Spending plans – Any further purchases? Bulbs: WS has taken photographs of the Village last spring to see where the bulbs situated and will identify “gaps” in readiness for the bulb planting being held in October. To be discussed further in the next meeting. WS to cancel hall which was booked for soup, which we have decided not to provide. 6. Film Night future plans- WS PP reported that it had been agreed that we would use the film equipment from Newton Le Willows free of charge going forward. PP to organize people to set up for this Friday (GS & NC) WS to write a thank you letter to Ken Blackwood and send with a cheque for £25 to the Rotary Club. 7. Progress on choosing films - PP PP to organize a meeting on 8th September to agree future films and provide a list to PV for the Newsletter. 8. Murder Mystery Night - incl. progress report on ticket sales everyone (sell at Sept event?) WS confirmed that we were able to use the left over bread buns from the BBQ, these are in Wendy’s freezer. So approx. 39 tickets have been sold. More details to be discussed in next month’s meeting. Please could everyone look out for good quality raffle prizes. 9. Requests for events – progress/update Quiz Night: Grahame and Woody to organize in January 2017, no date as yet. Wine Tasting: to discuss next meeting. Murder Mystery Night – PV will have a poster made for the next coffee morning. Beetle Drive: planned for 11th November. Hilary Clark to be invited to the next meeting to discuss. Music/ 70’s Night: PB Village Hall on 11th March 2017. It was questioned whether we required a Music License? PP to investigate and report back at the next meeting. LC to ask if Newton has a Music License and report back at the next meeting. 10. Recipe for next newsletter please SP has provided a recipe for the next Newsletter – thank you. The treasurer sent apologies and the information that our current balance stands at £762 with Village Hall booking fees paid up until July 16. The committee asked if a detailed statement of position could be provided for the next meeting. How much was raised at the July Coffee Morning Judi? Matters arising: None. Coffee Morning Feedback It’s working well. If scones are sold to take away, the charge will be 4 for £1.00. Don’t forget to buy milk and provide a float sufficient for raffle and main stall. Teams please tell JJ if something is running short. CAN THE BUNTING (IN BOX) BE PUT OUT FOR EVERY COFFEE MORNING PLEASE?) Judith C and Helen W explained that they have pledged to raise funds for the Wensleydale Railway and asked if the Village’s half of the funds could be donated from one future coffee morning to support their fundraising. This was agreed subject to advertising of the good cause by HW and JC. To be finalized at next mtg? It was agreed that the committee would help organise a dedicated Coffee Morning for WR at Newton - JC to book hall. Spending Plans Phone Box At the last meeting it had been agreed to donate £200 towards the cost of refurbishing the phone box. The Parish Council will also make a contribution. There had been various offers of help with painting the box once the sandblasting had cleaned it, which the PC were happy to accept at their last meeting. The Parish Council is exploring a plan to move the defibrillator into the phone box – a well lit and more accessible home for it. Additional uses for the box were discussed including store for local walk leaflets, book and plant exchanges, information / business cards. This will be followed up at the next meeting. Flagpole Cllr Bull reported to the PC that there had been requests and offers of donations towards a village flagpole. The committee offered support to the project – possibly the purchase of a flag – but had concerns about the potential noise nuisance of the lanyard/flag depending on the site chosen. The Church yard was suggested. Planters Cllr Shepherd had approached North Yorkshire Highways on our behalf with regard to the purchase of planters for the entrances to the village. It would appear though, that such planters would not be permitted. Any form of planting including the red, white and blue plants, currently looking so welcoming, requires a Planting Licence from NYCC Highways. The meeting was informed that the PC has asked for the relevant forms to make an application for a Planting Licence. However, the meeting was told – planters were deemed too dangerous to passing traffic and would not be permissible even with a Planting License. It was suggested that we offer a contribution towards a more unique village sign - WS to pass on to GS. It was noted that the wild flowers planted within the village earlier this year looked very attractive but perhaps signage was needed for next year to prevent accidental strimming of seedlings. Patrick Brompton Newsletter Thanks Mags for the recipe for September. Film Night Barry, Grahame and Nigel have offered to go to the setting up of the next film night and be trained. PP will check with the rotary Club (Mr Blackwood) where equipment is stored, how it is accessed and when it should be returned. Also what the insurance position is if stored overnight. (PP to feed back at next meeting) N.B. PP will not be available for the August film night but will put in place plans for the smooth running of that event – arrange cover, collection and return of equipment and ensure all is ready. Andrew, Pete, Barry and Penny will meet to choose the films up to Christmas. (possibly at Andrew’s house?) PP will call Andrew and other members to make arrangements. It was agreed to make a £50 donation to the Rotary Club. Penny has bought Mr Blackwood a bottle of red wine, which she gave him at the June showing, to thank him personally for his support. BBQ Feedback Everyone - plus husbands were thanked for their hard work. It was a fabulous event. There was much discussion on the reasons for fewer numbers this year. It was decided to hold the 2017 BBQ at the same venue on Saturday 15th July but starting at 3pm. It was also decided to offer a pick up service for chairs to save people carrying them and/or committee members to provide additional chairs for those too infirm to carry them to the venue. LC to write up the event for the website and issue early notice for next year. Murder Mystery Night WS gave out tickets for each member to sell. Notify WS of tickets sold at the next meeting. Additional tickets available from WS. An 'up market' raffle will be run. Please start collecting prizes. PV will ask Mathew (son) to print posters. Next Events
Parish Council matters- PP stated that the majority of matters dealt with at the last PC meeting had been covered during this meeting. It was asked that PP make a report of our meetings to the PC and that our contribution to village events and projects is acknowledged. N.B. The minutes from the last meeting were accepted as a true record and signed by the Chair. !Matters arising: 90th Birthday of H.M the Q Feedback from PCC Judy N reported that there was a positive response from the PCC and several offers of help. A joint meeting was suggested with church members to make definite arrangements and ask for commitment from interested persons for rota and catering. Meeting date set for 9th May 2.30 pm in the church. Please be there if you can. Feedback re: display boards WS reports we can borrow boards from Newton – suggests we go and look at them. WS/LC Response to appeal for items for exhibition: Although there have been expressions of interest, there has been no definite offer. We need a ‘booking system’ in place. This needs to be set up as soon as possible - 9th May 2.30pm at the Church/ Events joint meeting? Need to ask the public at May coffee morning and have a list to sign up/prom- ise. Penny to create list. Seeds: WS referred to a number of cheaper sources of seed. Also parish council can obtain seed for £38 per kg. It was decided that Sue P would buy seed and 2x Grow-Bags Planting on 24th April 4pm and 26th April 2pm Need to bring forks, rakes, gloves etc Film Night: Pete reported that the licences are still not available for the coming year. (May to May) A booking system was discussed to avoid overcrowding. It was proposed to create a flyer asking for expressions of interest. Members suggested ‘dona- tion to help with room hire’ rather than a request for specific donation. Penny will buy DVD and create newsletter info/flyer Constitution The format circulated was discussed agreed and signed by the officers. A fi- nancial year from 1st Oct to 30th Sept was proposed and agreed. AGM set for January to include election of officers. A copy of the constitution will be put on the website (LC) and on the Notice Board in the bus shelter (WS) Insurance An example of a policy was circulated in advance and the importance dis- cussed. We are all personally responsible if the group has no Public Liability Insurance. Wendy will look further into the cover offered by a local company and inform the next meeting. The possibility of cover for individual events was discussed as a potentially cheaper option and Wendy will look into this too. Treasure’s Report £183 was raised at the March coffee morning so after expenses and church share removed the total came to £84.25 for the committee. Noted that raffle takings down slightly. Was that because raffle table was less visible? £542 received from Parish Council being remainder of AD money after Arbour Hill expenses paid. Penny will make a flyer asking for suggestions for use of the amount for the good of the village- for next coffee morning. Coffee Morning Feedback Members were updated about coffee morning box and stock of necessary items. All is in place. Thanks to Judi for keeping an eye on this so efficiently! New arrangement of chairs was agreed to be much better. JJ will send photos to remind members of the arrangement. Rosa has given 12 mugs to the group for use at the Craft Club / Coffee Morn- ing. The use of mugs rather than cups was discussed and a proposal made to ask the Atkinson Trust to purchase IKEA mugs. 50 mugs can be bought for i.r.o. £17. LC to write to Atkinson Trust. LDVHN Monthly meetings allow shared ideas and information. There is now a link on the PB website to the LDVHN site which allows users to see what events are taking place in other halls locally. Events/articles can be sent to Chris McGee via this link for addition. Spending Plans Seeds and compost will be purchased by Sue. Lighting Church – response to request for funding will be sent by LC – in the light of the new initiative to get sponsorship for lighting the committee will offer practical support with distribution of flyers and posters and will wait to assess response to church appeal before donating. The draft church appeal flyer was shared with the group. Newton News/Newsletter In future a précis of this paper with main events plus events from the LDVHN website will be included in the PB news sheet - Penny to coor- dinate this with Pete. Penny took suggestions from the group about content and will send the draft of the next sheet to the committee for comments. Future Events Quiz – sales going well – food organized. Raffle prizes needed. Tea and cof- fee will be served. Sue will buy 2x6 prizes Wendy will bring float and check with Brian if plates are included from him. Matters arising: Correction: Judy N has sent a message to say Alistair Clarke is a Church Warden not as previously stated the Treasurer but he is still happy to receive monies on behalf of the church. Film Club and Licence Pete P is to contact Ken Blackwood of the Northallerton Rotary Club to arrange the first 2 or 3 showings and will give the dates to Wendy to book the Schoolroom. Ken has offered to loan the equipment to the village and will come and show the first 2 or 3 films until volunteers from Patrick Brompton feel confident to take it on. Pete will apply for a licence to take effect from May. The choice of films was discussed. Penny will make a slip for the next coffee morning to gauge opinion on the kinds of films people want. Constitution; There was discussion of the need for a constitution for the film group and also for the Events committee in general. Pete has offered to look into types of constitutions held by other groups and report back to the next meeting. 90th Birthday of H.M the Q Judy (Church link) was not present at the meeting and so no further progress could be made towards linking in with planned church events. It was decided to book the Schoolroom for 11th and 12th June as provisional dates for events. Wendy to book There was agreement that the group would support/contribute to an exhibition of village life over the past 90 years to take place in church. Judy N to be asked to find out what the church are doing and co-ordinate our help with their activities. Penny to speak to Judy N. about this. Newton le Willows Newsletter Pete confirmed that the Parish Council agreed on 18.11.15 to fund the cost of printing the Newton News for PB. Pete has offered to help out with the production of the Patrick Brompton copies of the Newton News and to contact Newton News group re their decision to go ahead with this or not. Penny also offered to help if needed. It was suggested that these be distributed around PB for a year after which a decision could be made on the value of continuing. We await confirmation from the production ‘team’ in Newton that we can begin this arrangement. PB fliers are to be distributed with the Newton News to both villages if agreement is reached. Penny to produce flier for next Newton News ASAP. Treasurer’s Report Judi J reported that monies are being held from the AD fund until 1st April by Robert Hudson Parish Council Treasurer. He will hand this over to our group to be ring-fenced until April as soon as we have a bank account. Judi informed the group that an application was made 2 weeks ago to Barclays in Bedale and we await the creation of the account. She will hasten them. A spreadsheet has been set up to keep a record of all monies taken and paid out. Hire costs for the Schoolroom are billed every 2 to 3 months by Mrs V Nelson. No bills have been received to date. Judi explained that 2 out of the 3 officers of the committee are needed to approve any transaction. Event committee share of the coffee morning funds after deductions was £81.70 in Jan and £103.50 in February . Coffee Morning Rota There was discussion of the two events to date and an update of the rota. Linda will update the rota with new names and all phone numbers and circulate it after the meeting. Thanks to Judith Cockburn for the purchase of some small vases for table flowers at future events. Could anyone who is unable to fulfil their date on the rota PLEASE phone around and try to swap with someone else? Thanks. A letter has been sent to the Atkinson Trust Chair asking for storage space in the Schoolroom to provide a permanent ‘home’ for the essentials box. Update: The letter resulted in a reply on Mon 8th evening to the effect that we can have space but that the box we currently use is too big to fit the cupboard (by 10cm). (New box?) It was decided after a very long and well supported raffle in Feb that there had been too many prizes and a maximum of 10 prizes should be offered, the rest kept back for next time. Spending Plans One cafetiere and one pump container for hot milk are to be purchased by Judi J. Funds will be taken from the total at each coffee morning for the purchase of tea, coffee, sugar and squash as necessary. Judi J will purchase these for next month. ALL PLEASE NOTE: The box should be checked immediately after each coffee morning, and a list passed on to Judi J showing whatever is needed to replenish the box, ready for the next coffee morning.(coffee, tea, sugar or squash) Judy N to inform church members on the rota that this will be done on behalf of all teams and the money extracted from the takings before the money is split. Future Events Website launch to take place at coffee morning 5th March. Quiz night – 22nd April. Wendy to ask pub to cater. Penny to print flier and tickets once details are known. Wild flower planting – Robert Hudson has offered to investigate wild flower seed suppliers. Linda to follow up for next meeting. Bulb Planting and Soup - Saturday 8th October. All members to investigate cost of daffodil bulbs and possible suppliers. Hilary Clarke to be asked again for a date for the Beetle Drive. Wendy to follow up. Penny to approach Gainford Church re Murder Mystery Evening in May or September. Craft club – Sue reports that this is an enjoyable occasion. New members always welcome.
